why not use them both? just alternate between them when you feel like it
but if you really want a concrete answer, you can try using watercolor
Personally, cel-shading make your art look nicer

I prefer the watercolor look. I think it adds some texture to the picture that I find very pleasant. although personally I would be fine with both. I think its good to have a couple of different styles to mix and match.
